New Build vs Resale Property in Cyprus in 2026: Costs, VAT and Which Should You Buy?

By Inter M Ltd – Inter M Properties
Updated: 6 November 2026

A newly built apartment and an established resale home can have the same asking price but represent very different purchases. One may involve VAT, staged payments and a future delivery date. The other may require renovation, additional inspections and a separate budget for transfer fees.

When comparing new build vs resale property in Cyprus, the most useful question is therefore not simply, “Which is cheaper?” It is:

“Which property gives me the right combination of total cost, location, condition and timing?”

At Inter M Ltd – Inter M Properties, our approach is to start with your requirements rather than favour one category automatically. A family relocating within a few months, an overseas buyer searching for a holiday home and an investor assessing rental income will not necessarily reach the same conclusion.

This guide explains how to compare your options, including the important 2026 tax developments, the questions to ask before reserving a property and the checks to arrange with independent advisers. It concerns purchases in the areas under the effective control of the Republic of Cyprus.

You can begin your search by exploring our properties for sale in Cyprus.

New Build, Off-Plan or Resale: What Are You Comparing?

For your search, distinguish between three situations: a completed new home, a property still under construction or sold off-plan, and an existing property being resold.

These are useful descriptions for comparing properties, but they should not be treated as definitive tax classifications. The applicable VAT treatment depends on the transaction and the relevant statutory conditions, not merely the wording of an advertisement. The Cyprus Tax Department’s guidance on VAT and immovable property is particularly relevant following the September 2026 changes. gov.cy

Considering a new-build property

A new home may appeal to you because of its layout, finishes or specification. When comparing developments, look at what is actually included rather than relying on architectural images.

Request a written specification covering the kitchen, appliances, flooring, heating and cooling, windows, parking and storage. Check whether advertised features are included in the price or offered as upgrades.

For off-plan property in Cyprus, give equal attention to the payment schedule and delivery terms. Ask your lawyer to review the consequences of delays, permitted design changes, outstanding approvals and the arrangements protecting your payments.

A property should suit your timetable as well as your taste. Consider the cost of temporary accommodation and the effect of a later-than-expected handover.

Considering a resale property

With an existing home, use the opportunity to inspect the actual rooms, natural light, access and surroundings. Visit at different times where practical, and look beyond furniture and decoration.

Ask an independent technical adviser to assess the condition of the property. Pay particular attention to damp, waterproofing, electrical installations, plumbing, windows and any alterations.

For an apartment, examine the building as a whole. Request information about common expenses, lift maintenance, planned repairs and the management of shared facilities.

Our recommendation is to compare documented specifications and inspection findings—not assumptions about what “new” or “resale” ought to mean.

VAT on Cyprus Property: What Changed in September 2026?

From 1 September 2026, the Tax Department’s guidance uses revised definitions of first occupation and first use. First use involves systematic use or exploitation of a building for at least 18 months. gov.cy

The practical lesson is that a building’s age or a “resale” label cannot, by itself, settle the VAT question. Before agreeing your budget, ask your advisers to establish the property’s occupation history, the seller’s tax position and the treatment of the specific sale.

Where standard VAT applies, the rate is 19%. An eligible residential purchase may qualify for 5% VAT, or a combination of rates where only part of the transaction qualifies. The Tax Department explains that the standard rate must be charged on payments where the necessary reduced-rate approval has not been obtained. Government of Cyprus

Request a written explanation of whether the advertised price includes VAT, excludes VAT or relates to a transaction that is not subject to VAT. Resolve this before paying a reservation deposit.

When Can the Reduced 5% VAT Rate Apply?

The reduced rate is intended for qualifying purchases or construction of a main and permanent residence in Cyprus. It is not a general discount for every foreign buyer, holiday home or investment property. The eligibility rules can apply to qualifying individuals of any nationality. See the Tax Department’s reduced-VAT questions and answers. Government of Cyprus

Under the general framework, the reduced rate covers the first 130 square metres of buildable area, subject to a €350,000 qualifying-value limit. The overall transaction must remain within €475,000 and 190 square metres, subject to applicable special provisions. Government of Cyprus

Do not assume that a listing’s “total covered area” is the area used for the VAT calculation. Request a property-specific assessment using the relevant approved plans.

The intended use also matters after purchase. The Tax Department warns that failing to use the home as the qualifying residence, or ceasing that use within ten years, can result in recovery of the VAT benefit, subject to the applicable rules and exceptions. Review its official reduced-VAT compliance notice. Government of Cyprus

The limited transitional deadline of 31 December 2026

Certain older projects may fall within transitional arrangements. The Tax Department’s May 2026 announcement allows specified applications affected by planning-authority delays to be considered up to 31 December 2026.

The announcement distinguishes cases involving a planning permit or planning application by 31 October 2023, with further conditions concerning the building-permit date. For the category where the building permit had been issued by 31 December 2024, the stated submission deadline was 15 June 2026. Government of Cyprus

The December deadline is not a general extension for every buyer or development. Have your adviser check the permit dates and application history against the official 2026 transitional announcement before relying on it.

Cyprus Property Transfer Fees: How They Affect the Comparison

Transfer fees are another important part of Cyprus property buying costs.

The government’s published guidance provides for exemption from transfer fees where the same transaction is subject to VAT. Where VAT does not apply, a 50% reduction in transfer fees generally applies, subject to the statutory exceptions. Government of Cyprus

Before that reduction, the ordinary progressive scale is 3% on the first €85,000, 5% on the next €85,000 and 8% above €170,000. The Department of Lands and Surveys may assess the relevant market value where it does not accept the declared price. DLS Portal

You can consult the official transfer-fee guidance and the Department of Lands and Surveys transfer-fee calculator. Check how the calculator treats the reduction, and obtain a transaction-specific estimate.

Does stamp duty still apply?

The stamp-duty laws were repealed from 1 January 2026. However, documents signed by at least one contracting party by 31 December 2025 remain subject to the previous rules. This distinction matters when dealing with older agreements or transaction documents. The Tax Department’s stamp-duty announcement explains the change. Government of Cyprus

A €300,000 Example: Compare the Total, Not Just the Price

The following illustration shows how different tax treatments affect a property with a base purchase price of €300,000.

Illustrative purchase VAT Transfer fees Price plus these charges
New property qualifying entirely for 5% VAT €15,000 €0 €315,000
New property subject entirely to 19% VAT €57,000 €0 €357,000
Non-VAT resale qualifying for the 50% transfer-fee reduction €0 €8,600 €308,600

These are calculations using the published rates, not quotations or an assessment of a particular property. The resale example assumes one purchaser, an accepted assessable value of €300,000 and eligibility for the reduction. The first example assumes that the entire purchase qualifies for 5% VAT. Other fees and expenses are excluded. Government of Cyprus

The resale transfer-fee calculation is:

[(€85,000 × 3%) + (€85,000 × 5%) + (€130,000 × 8%)] × 50% = €8,600.

The figures do not establish which property is better value. A resale requiring extensive work may have a higher overall cost than it first appears. Equally, a new property may require a substantial budget for items not included in the agreed specification.

For each shortlisted property, prepare a separate estimate covering professional fees, inspections, financing, furnishing, immediate repairs and a contingency. For a purchase under construction, include any accommodation or travel costs associated with waiting for completion.

Title Deeds, Permits and Checks Before You Buy

Neither a new-build label nor a resale label should replace independent due diligence.

Ask your lawyer to establish what the seller owns, what you are buying and whether the property can be transferred as intended. The Land Registry’s published transfer requirements address matters including clearances, encumbrances and acquisition permission where applicable. DLS Portal

Ask for the title information and approved plans, and confirm how parking, storage, gardens or other exclusive-use areas are documented. Instruct your advisers to investigate alterations and any difference between the physical property and its documentation.

Where transfer is deferred, depositing an eligible sale contract with the Land Registry provides statutory protection. The ordinary deposit deadline is six months from signing, unless a court permits late deposit. For contracts covered by the post-December 2023 requirements, the seller must include a search certificate showing encumbrances and prohibitions, dated within five working days of the contract. DLS Portal

The Department of Lands and Surveys guidance on sale contracts explains these requirements.

Contract deposit, physical handover and title transfer are distinct steps. Ask your lawyer to explain the sequence for your purchase and the safeguards required at each stage. Do not treat contract deposit as a substitute for ownership transfer or a solution to every defect. DLS Portal

For the physical condition, commission the appropriate independent inspection. On a new property, arrange a snagging inspection and record outstanding work. On a resale, obtain estimates for significant repairs before finalising your budget.

Does New Build or Resale Matter for Permanent Residency?

It can matter where the purchase forms part of an immigration application.

Under the published residential-property category of the investor immigration-permit scheme, the qualifying investment involves a house or apartment purchased from a development company as a first sale, worth at least €300,000 plus VAT. Other eligibility and income requirements also apply. A resale home should not therefore be assumed to meet this particular investment category. Government of Cyprus

Review the Migration Department’s investor-permit criteria with an independent immigration adviser before selecting a property for this purpose.

Property ownership, immigration eligibility and reduced-VAT eligibility are separate questions. Approval under one set of rules should not be assumed to establish eligibility under another. Government of Cyprus

Which Option Fits Your Plans?

For a permanent home

Start with the location and how you will live in the property. Test the layout against your actual requirements: working from home, children, visiting family, storage, parking and accessibility.

Compare energy-performance documentation, insulation and equipment specifications rather than assuming that a newer building will automatically have lower running costs.

A completed property deserves particular attention when you have a firm relocation date. An off-plan purchase may suit a more flexible timetable, provided the contract and payment arrangements are acceptable after independent review.

For a holiday home

Focus on the practicalities of ownership while you are away. Consider maintenance, security, common expenses and who will deal with repairs or emergencies.

Avoid committing your entire budget to the purchase. Leave enough for furnishing, ongoing costs and unexpected work.

For an investment

Assess the property using a realistic income-and-expense model. Request evidence supporting rental assumptions and allow for vacancy, maintenance, management, insurance and financing.

Compare the amount you expect to retain after costs, not only the advertised gross yield. For an off-plan investment, account for the period before the property can produce income.

Do not build your calculation around an assumed 5% VAT rate for a rental investment: the reduced residential rate is tied to qualifying main-and-permanent-residence use. Government of Cyprus

Compare the Location as Carefully as the Building

A new apartment and a resale home in different neighbourhoods are not necessarily direct alternatives, even when they share the same price and number of bedrooms.

When exploring property for sale in Limassol, compare the locations against your daily routes and the facilities you will use. Apply the same approach when reviewing property for sale in Larnaca or searching elsewhere through our Cyprus property listings.

Create a shortlist that uses consistent criteria: total acquisition budget, usable space, condition, parking, outdoor areas and the date you need the property.

Frequently Asked Questions

Is resale property always cheaper than a new build in Cyprus?

Not necessarily. Compare the total acquisition and immediate improvement budget for each property. A lower price is less attractive when the home requires substantial work or does not meet your requirements.

Does every resale property come without VAT?

No. Do not use the listing category as your tax assessment. Ask your advisers to confirm the treatment of the specific transaction and the relevant use history. gov.cy

Can a foreign buyer qualify for 5% VAT?

Potentially. The Tax Department’s eligibility definition is not restricted to Cypriot nationals, but the qualifying residence, application and other conditions must be satisfied. Government of Cyprus

Do I pay both VAT and transfer fees?

The government’s general rule exempts a transfer from transfer fees where the same transaction is subject to VAT. Confirm the supporting documentation and any relevant exception with your adviser. Government of Cyprus

Is a completed new home the same as a home with a separate title deed?

Not necessarily. Check physical completion and title availability separately. The Land Registry expressly provides for sale-contract arrangements where title is unavailable or transfer must be deferred. DLS Portal
